My layout has 48" curves and has pulled 95-car trains sucessfully.  
Pulling 25-car trains around a 46" curve should be a slam dunk.  It 
will help greatly if you DO NOT superelevate the track.  Obviously, it 
will also help if the heavy cars are up front and the lightweight cars 
are toward the rear.  I don't see any problem with what you want to
