John,  if you check out Banta Models' web site you will hopefully see a 
kit called "the block" I think.  It is about 3 foot of just store 
fronts.  It's made of plaster and wood representing small town stores 
perhaps from the late 1800's to the present.  When built up it's pretty 
impressive as a background. 
     The old Fineskinds soft metal casting line also contain several 
architectural items that would help make up similar buildings.  Add some 
Grandt Line store front items and you can build for some time without 
duplicating much.
     I know most of you have seen scenes on my rr (S Gaugian, SHS ads or 
perhaps the Dispatch) showing the back of DSL buildings facing my main 
yard (probably showing some SHS rolling stock).  These buildings are 3D 
but the front side is plain--just a sheet of styrene.  I used the fronts 
on another scene in a different city.  As I recall, I started with 3 DSL 
buildings and by dividing them, created 7 different buildings at 
considerable savings. 
     I might suggest a way of putting all these false front building 
into a 'unit' for easy handling.  I use aluminum angle and channels cut 
to the length of my 'block'.  Small flat head countersunk screws (from 
the back into the bracing) hold the buildings to the channel or angle to 
make a nice long straight block.  Some velcro then holds the block to 
the background to prevent the whole block from tipping over.  I disguise 
the angle by turning it into a sidewalk.
