Logically true IF we are talking about war emergency
car designs built to conserve steel. If however the
car has steel side sheathing and Improved Dreadnaught
Ends (as the PRS 50 ft cars do IIRC) then they were
built after the steel shortage eased and I strongly
suspect should have steel running boards as well. As
reference I will cite a post by Richard Hendrickson,
#41668 on the Steam Era Freight Cars list reading in
part:

"From the scant photographic evidence that's
available, it appears that, after metal running boards
became mandatory in 1944, some galvanized metal
running boards were not painted and were applied after
the roofs were coated on new and rebuilt cars, while
others were applied first and coated with car cement
like the rest of the roof."

The message refered to the painting of wood and steel
running boards on ATSF cars.

There is a file available on the same list providing
various AAR rule dates which lists 1945 as the cut off
for wood running boards on new cars.
