Very good Rance. That's how it was explained to me by my mother in law, an avid
sewer, when she saw one on my work bench. Probably thought for as minute I was
taking up sewing and there might be hope for me afterall.

Are they possibly "grommets" (also eyelets)? I think they are used as a
protector when one wants to put string/rope through canvas, etc. There is a
tool that bends one side over to match the other, thus forming a pressure bond
with the cloth/canvas. But are these what are used for on axles?
