Jim King, myself and a few other guys have been working on at least two 
approached to solving this problem of tie-plate laying over the last few 
days... trying to make it simpler and faster... fool-proof.  More to come on 
this later.

Tie plates are available from at least two sources... one source is Tomalco 
Track and the other is... um... well, I seem to have forgotten the other 
source, but that source offers etched, metal plates and the ones from Tomalco 
Track are a form of plastic.  Geez, my memory is horrible... anyone else know 
the source for the metal plates?
