I've used cat litter to ballast most of our modular layout, and it has
worked well.
Note: I did NOT use the "clumping" type. That's the newer type
that-right out of the container-is the perfect size for S. It swells
up when the binder is applied, then shrinks as the binder dries,
leaving cracks everywhere. Looks terrible, even if your road is called
"The Mojave Line".
I use the "old style" cat litter, without any scent or colored specs.
Yeah, it's a bit of trouble to sift through a window screen to get the
proper grain size, but if you have more time than money...
