I believe Terry Putt was only offering the old Rex locos as R-T-R.  
(I just tried the link off the NASG page, and it didn't work, so I 
can't verify this.)  

If you looking to fiddle and fine tune, the BTS kits are the way to 
go.  If you don't get the semi-kit, you get to assemble the frame and 
side rods from flat etchings and even quarter the drivers.  (This is 
not a criticism.  It is a matter of skill and it looks like I don't 
have it.  I have one of the Ma & Pa 2-8-0's and I freely admit I'm in 
over my head on this one.)

Narrow gauge steam here, plus a few standard gauge diesels.  
Otherwise, I think your going to find that locomotive kits are a 
fading breed.  (Hey Ed!  Does this count as a negative???)
