Hi Tom,
 
I will suggest that you have "scale" operating accessories right now, 
only maybe most of them aren't as "scale" as you would like them to 
be.  Okay, so determine which ones are the best candidates and what 
parts of them are offensive and start modifying them.  Think of them 
as raw materials - same as balsa wood or styrene.  Just as a wild 
example, I will take the Sawmill and I will assume that a lot of it 
is usable.  Replace the saw blade with a nicer one you have made, and 
make it spin a little faster.  Embed The Sawmill into a small factory 
by building all around and even over it and re-paint the decking to 
match.  Add some typical sawmill clutter and scenery stuff to further 
disguise it.  You could even embed it deep enough to enclose it in a 
large set of movable doors to hide it when some less tolerant people 
might be around to notice it.  When it's visible, maybe it isn't to 
the strict standards of "fine-scale", but you have something that is 
animated and not too far out of whack by some yardstick.  At the very 
least, it could be exposed upon demand and fit into a "high-scale" RR 
at times to amuse people who don't even know the difference between 
the concepts of "fine-scale", "high-scale", "hi-rail" or "toy 
trains".
