Never heard of SHS track on "cork" roadbed.  But to begin, what do you 
intend to run?  Do you have American Flyer toy trains or other equipment 
with high-rail wheels?  I think most of us on this list would recommend you 
put the American Flyer up on the display shelf, change the wheelsets on the 
other high-rail equipment to "scale"  -- code 110 (SHS) or code 125 (AM)  --  
and use scale turnouts, Shinohara or Tomalco.  It's a lot more realistic, if 
realism's what you want.
