Greg,
I think there was a solid deck on the later cars; maybe just grates on the
first ones. Considering so much of the car was cut away to make the flat,
there was not much steel left to maintain the minimum operating weight, so
that might be why plates were used instead of grates later. Also, plates
wear a whole lot longer than grates, which tend to get damages easily.
