As one that currently lives reasonably close to the region and have lived in 
the Ozarks near Harrison, I can tell you that your are correct: Little Rock 
skews the stats significantly.  Bear in mind that areas that have heavy 
Hispanic immegration also have higher than typical crime rates (further 
skewing the stats), though the vast majority of Hispanic crime is limited 
within their community/race.

Harrison is a relatively quiet mountain town that has the basic amenities 
needed for good quality of life.  The humidity levels will be more than will 
be experienced in the mid-west, but much less than that of farther south, 
say Louisianna. In fact, it will be less than other portions of 
central/southern Arkansas.  The average winter temperature in the Ozark 
region is the low 40s, with many days in the 50s.  Severe snowstorms are 
very uncommon.  Ice storms pose a problem, but a severe ice storm is also 
uncommon.  Typically, snow is more of a "dusting" that is gone in a day or 
so. Hottest days in the summer will be in the mid-90s.

There are no active railroads in Harrison.  Nearest railroad would be the 
Missouri & Northern Arkansas in Bergman, some 9 miles north.  Also, over on 
the western border of Arkansas, the Alco powered Arkansas & Missouri plies 
the rails. There WAS a very interesting railroad that was based in Harrison 
until its official demise in the late 40s, the shortline decendant/remnant 
succumbing in 1960.  However, I digress.  I doubt your daughter or 
son-in-law particularly care about railroads.
