I think that Bill is at least partially correct. As I understand it  
the Post Office paid for a 15', 30', or 60' RPO space depending upon  
their needs along a particular route. That could be a single car or a  
piece of a combination RPO/Baggage/Mail Storage car. Other mail  
storage space was paid by the cubic volume needed. On the MKT and MP,  
RPO only cars were 60'.

Maybe the mighty Pennsy donated the other 14 linear feet? :) 

Of course I could be wrong....
