I suspect the gentleman meant tire width, not tread width.  The tire is the 
tread and the flange together, and is what is measured to get the "code" 
number.  A tire width of  0.110  inch is a "code 110" wheel.  The tread is 
the (almost) horizontal component of the tire and does not include the 
flange.
