Well, since you ask,

Kind of both.

For my little steeplecabs, I'm choosing to use the existing Athearn wheels.  
You have to spread the wheels on the axles and then replace the bronze bearings 
with something square about the same thickness.  What I do is take a 1/8" 
square brass tube, slide it inside a 3/16" tube, and then cut pieces the right 
length off to replace the bronze bearings.  That lets me use the original power 
collection assembly, while at the same time keeping the axles balanced in the 
truck assembly.  The problem is the sideframes - I finally spaced them out by 
cutting off the original mounting posts and reattaching them with a piece of 
brass rod to extend them out about 3/16" from the sideframes.

Now, before I get tons of commentary on this, I did some experimenting. YES, 
you can mount SHS wheels on the Athearn axles.  I tried that, and they fit just 
fine on the axles.  They don't clear the frame very well though, and I didn't 
feel like milling a you-know-whatload of material off of the chassis, and you 
have to remod the power collection if, like me, you use the wheels from a 
freight car truck with the insulating centers.  ;)
