Painting outside is one solution, but the problems are that you can't paint:

1. In cold weather.
2. In the rain.
3. When it's windy.
4. When it's really humid.
5. At night.

Here in New England that would probably account for 75% of my available 
painting time!

In addition, it's clearly better to paint with lighting that matches your 
layout light. A model painted in sunlight that looks great may appear odd on 
the layout (too dark, subtle weathering "disappears", odd color casts, etc).

I currently use a boot my father built, following an article in MR. Before that 
I used a little plastic Badger booth, but it was really too small. If you are 
using water based paints it's less critical, but I wouldn't use solvent based 
paints without both a booth and a mask. Also, solvent paints require a ducted 
fan that doesn't allow the air to pass over the motor. Flowing air mixed with 
flammable vapors over an electric is not a great idea. If you are using only 
water based paint, a kitchen hood fan may work to just vent the paint over 
spray.
