I quit bothering to design, not worth the effort when there are  
inexpensive kits that save so much time.

I've purchased several kits from these folks:

They have a wide range of kits including kits specific for model  
railroaders. They are pretty easy to build, but it helps to know a  
little about the components (like the difference between a diode and a  
resistor). The one you may be interested in is:

Its an adjustable timer and you can configure it for various modes. (I  
used one on my station to turn the lights on for 1 minute or so).
