The 2 easy good roadbed options that I'm aware of are S scale HomaBed, and pairing a strip of O with a strip of HO cork. I prefer the HomaBed vs cork, PAINT the HomaBed before laying ties to help keep moisture out. My experience laying ties directly on foam has not been good. It collapses too easily when pressing the spikes into the ties.
Choose whichever code(s) rail you want (I prefer pre-weathered), spike it down. Solder power leads to the bottom of the rail before spiking it. Clean off the weathering where you will attach the leads. Don't depend on just ONE power feed, just in case something happens to the ONE. Build it sturdy, minimize risk of needing to rebuild it. I have not laid any rail yet with tie plates.
