The toy you have seen in the toy stores for about $9 is probably the
one.  It comes with a funky rear deck on the cab and no tender.  There
is a picture of it in the photo section in the "D E Smith Projects" file.

I discovered by accident that the HO Mantua "Dixie Belle" tender is
almost exactly the right dimension for many tenders of the 1870 - 1890
era with certain qualifications.  First, the frame is too small. 
Second, the tank is too narrow.  Other than that, it is a beautiful
starting point for an 1880 era tender.  I was able to get several off
ebay, and have sufficient for my current projects.  I will be tossing
the frame and building new from scratch, widening the tank, and using
either Ace or Bachmann (On30 widened to S) trucks under them until I
can come up with molds for the prototype trucks I eventually want.
