Bob:
I believe you are correct.  I recall Tom Marsh telling me he executed two nose 
patterns (dies) and two basic body etchings. The noses were for the E3/6 and 
E7/8/9 and the etchings covered E3/6/7 and E8/9.  Small specific details 
(vents, louvers, number boards, etc.) were added to each for delineation but 
the secret to any project in a minority scale is making enough versions to 
cover MOQ's and costs...

Now before all the know-it-alls and brass-bashers start up, this was 25 years 
ago.  If you can point me in the direction of a better E3, 6 or 7 I can buy in 
S Scale, let me know...  I'm probably more than a little biased on E8's! <G>
