Ed,
Hmmm.  Sounds like you have some experience if you have other DCC equipped 
locomotives.

I'd put the locomotive back on the program track per Pieter Roos' suggestion 
and check the programming.  Otherwise you could dispatch the locomotive or 
otherwise purge the loco address and reboot the system and see what happens.
