It's a bear looking up the contents of older magazines since the on-line index went away, but it appears drawings were in the Dec 1980 RMC. The plans should be available from NMRA, the issue from Railpub, or the whole year just happens to be up for auction on Ebay (I'm not connected to the seller, just found it in Google).
