The Bachmann unit can only handle a DCC short address in the range 1-9.

Normally, decoders come defaulted to a short address of 3, so there is no 
problem. SHS saved (most of) us the trouble of re-programming to the unit 
number by setting to the long address = the locomotive cab number, but that 
won't work with Bachmann basic DCC setup.

The easiest is to find someone with another DCC system and ask them to 
re-program your address to something in the 1-9 range. Using the last digit of 
the cab number usually works. If they aren't in S, bring a section of track and 
a pair of wires with alligator clips on either end to make a temporary S 
"programing track". There are ways to reset the whole decoder to factory 
defaults (including the short address of 3), but you would rather not do that 
since SHS may have set other values, like starting voltage, to take best 
advantage of their locomotive.

Using the shorting plug and testing on DC will prove the basic locomotive 
works, but you will eventually need to reset the address to take advantage of 
the DCC features.
