Peter:

Check the diameter of the headlight opening. You may be able to make a lens out 
of clear styrene and a 3/16" or 1/4" hole punch. Drill a small hole in the 
headlight casing to insert a diode for a working headlight.

Also, if you drill the small hole, say 1/16" or less, then pour in some kind of 
liquid to fill the cavity, then you can drill into the hardened material from 
the back side about 1/16" or so to simulate a headlight.

There used to be an outfit that made cast lenses in several sizes. I drill out 
one of these as I mentioned. Maybe I can post a photo to the Files section if 
anyone's interested - it looks just like a headlight bulb when it's lit.
