Yes, there are some folks modeling Sn42.
There are not a lot of 'S' shells to put onto HO mechs, but there are a
lot of HO locos that can be converted to S with new cabs and details.
Wiseman has several conversion kits for the AHM Heisler and MDC Shays to
turn them into S scale. The Mantua/Tyco 4-6-0 needs a new scratchbuilt
cab and details to get close to an SP loco and the Mantua 2-6-6-2T
likewise needs a new cab and details to work in S. You might also
consider Sn2 which uses HOn3 track.
Your 17" radius will limit what you can do. With On30, you would be
limited to the 0-4-0T Porter, the siderod diesel, and short industrial
style cars. With Sn42, you will likewise be limited to smaller locos so
perhaps logging might be the right direction.
