I can't say for sure what NS38 is for. I do know that from my many visits to Altoona and at least 2 tours of the loco shops NS **had** a loco frame that they would mount rebuilt diesel engines in to test and possibly break in. All of the above is different than a Slug which is usually a formerly complete diesel loco that has had the diesel motor and generator removed and a large concrete block put in its place. They may or may not have a functioning cab and are essentially an extra set of traction motors powered by the loco it has to be connected to. At times a Slug can be run in the lead position. I talked to a CXS crew once that liked running the train from an ex-GP30 Slug because it was quiet. Many times Slugs are used for switching and Hump service. The last time I saw a Powered-Slug set it was remotely controlled at the Allentown PA yard.
