It looks to me to be the long (expensive) way around a solution as near as an inexpensive Radio Shack Candy Store SPDT micro switch activated by the switch throwbar to change the frog polarity whenever the switch is thrown. Extremely simple, reliable, and inexpensive.
I have three on the double-slip switch at Terminal District that not only govern frog polarity, but also route polarity leading into the switch from either the North Main, or via a switch to the South Main, depending on how the double slip switch is lined. If that isn't enough, I have a crossover from North to South Main ahead of the switch from the South Main to the double slip switch double slip switch, and the power on short stretch of track there is controlled by a micro switch attached to the South Main crossover switch. So, in effect, this area is a simple interlocking wherein setting up route power is as simple as lining a route through the switches, The routes into the double slip switch receive power from either the North Main or the South Main, or from the North Main exclusively. It works, but you'd have to see it to understand it. However, the point is, it's all done with micro switches.
