Carey,  I think what Dick is looking for is the RRamp Meter from 
Tony's.  It's designed to be a  meter inset into the control panel.  It 
also can be removed and used to read track DCC track voltage/amperage by 
directly touching the rails to the solder traces.  I have two of them 
one for each power district.  The digital readout is really handy.  Many 
of my engines seem to read less than 1/3 amp which means a typical 5 amp 
power booster can power many engines.

My understanding is that conventional hand-held meters don't work well 
with DCC.
