This is definitely true for real trains.  Specifications in the 1997 Car & 
Loco Cyclopedia call for a 1/20 taper on the tread of the wheel.  I imagine 
S scale wheels are made to similar specifications.  The gentle curve from 
tread to side of the flange of course helps too.  FWIW, Lionel O-27 wheels 
have an even more pronounced tread taper.
