While I could not verify the wheel contour, I have seen cars and even a modern 
diesel do a rapid shimmy, obviously puttying the flanges to use, and also 
testing the rail to tie connection.   Riding the trolleys in San Francisco as a 
kid, some of them hunted really bad and were obviously using their flanges, 
too.   I have seen (sanding still) car wheels that had worn to a shallow groove 
–obviously no taper left.
