Gary: That is a Caboose Industries (http://www.cabooseind.com/) high stand switch throw. I have had a number of these in use without the targets for many years, as I suspect many other modelers do, also. These are nice switch throws, although slightly more fragile than the standard ground throw variety.
I finally decided to add the targets, since that is an easier way to tell how a switch is lined than squinting at the points - and more prototypical, too. Now, all I have to do is decide what I'm going to use in the target lamps, which I added to keep someone from impaling themselves on the upright rod. See you tomorrow in Columbus?
