John,
I use Liguid Nails for Projects.  There are two flavors oil- and water-based.  
Get the water based.  I gun it on cork  road bed, spread with a putty knife, 
place and weight and wait.  I do the same with wood ties - masking the edges on 
the cork so the glue doesn't spread everywhere.  However with flex track that I 
might want to reuse I would try to find a mechanical fastening method that is 
visually acceptable.
