Did the seller mislead you in any way?  No return policy?   Pay by Credit card 
on PayPal?  You can contest the charge and send the item back to the seller.

Did you contact the seller first about the item?

I just received the Pennsy Mainline Models caboose kit I bid on on ebay, and I 
was very disappointed (and if the other bidders are on the list, you
did well to let the sucker bid high); it is quite a crude "kit" with none of 
the sophistication of the Quality Craft O scale version--whose drawings
the manufacturer used for his instruction sheet, thereby misleading me. 
Moreover, this one was about half-assembled already.
While I don't doubt it would be possible to end up with a decent model, it is 
so close to scratcbuilding I consider that it is hardly worth the effort.

I'd guess it is at least thirty years old. I've got a Kaslo N6c that is 
remarkable in its engineering--quite a contrast to the Mainline Models kit.
I seem to remember that Mainline Models (as taken over by ye olde huffe and 
puffe) had an N6b kit in their HO line, but I don't think this
outfit (based in Allentown) was the same business.
