Ed:

I do not believe the Soundtraxx DSD series of decoders support LED lighting. As 
you have discovered, you can use LEDs (with the proper resistors) but they will 
not work as well as a bulb.  I believe this may be the reason for the problem 
you are experiencing.

LED support was one of the upgrades made on the Soundtraxx Tsunami series of 
decoders.
