Michael,

An HO drawing is to the scale of 1:87 while an S scale drawing is at 1:64.  
Thus, to convert from HO to S, you multiply by 87 and divide by 64.  (HO to 
full size, then to S)  Which works out to a multiplier of 1.359375, or 
essentially 1.36.  Now, if you are using the "true" 1:87.3 scale for HO, then 
the multiplier comes out to 1.3640625, or essentially 1.36.  Be aware that most 
photocopiers do not scale accurately, and that if you are copying a printed 
plan, there is little likelyhood that the drawing is truly to scale, as paper 
stretches and shrings over time and humidity.  Also, most photocopiers won't 
get that much accuracy, but you can get close.  Take along a scale ruler and 
check dimensions on your photocopy so you can make minor alterations if 
neccesary.

I personally like to use my computer flatbed scanner, convert the image to a 
Corel file, then scale to size, again checking known dimensions after printing. 
 Vertical and horizontal dimensions can be different, so check both.  The 
advantage of using a photoshop type program is that you can stretch the image 
in any dimension as needed to correct scale errors, but this may be getting 
more sophisticated than you are wanting....
