I had obtained a set of the "American Western Settlers" and find it potentially 
useful for my 1885 era modeling.  The Conestoga Wagon will not be used as such, 
but the carriage is separate parts, and as such provide the base for a basic 
farm wagon.  A buck wagon could also be made.  By the way, there are two wagons 
in the set.  The "Settlers" will be painted for rural life, and not be up-close 
figures.  The plastic is soft and is carve-able if you need to change the 
attire details slightly.  Size-wise, there is no problem here, as 1885 people 
were smaller on the whole anyway.  The only use I can see for a "modern" layout 
(anything past 1920 in my eyes) is as a historical re-enactment.  Any of you 
with a historical fort on the layout should be able to use this set for just 
that purpose, or a parade with a historical theme!
