No, Bill in FL, mail was not stuffed in some boxcar in order to get it out of the way. The mail was presorted in a post office before loading. Most of the time it was less than first class. Remember this was before UPS, Fed Ex etc when USPS handled huge amounts of Parcel Post. And it was not in "some box car" but an "equipped" box car. Ben Perry in RI or Road Island as the Vice President calls it.
