I presume they refer to flocking.  I used it on architectural models.
You can mix different colors the same as you would with paint. And get very 
surprising results.

I quicky lair brushed the applied flocking one time with thinned Polly S paint. 
 I had "scale" grass on the lawn of a hospital model.  Our company art director 
and the architects went nuts at the results.

    There was some sort of scenery on most of it with much of it in the DONE

was pretty much done throughout. I have not done it myself yet but it
