Yes, both but primarily the glass tube. The article I found said that
the thin file of grime when humid would short the 2 ends so the tube
wouldn't fire.
In my case it was obvious how much grime had built up on them after
cleaning the first one and comparing to the other tube in the fixture.
Makes me wonder how many of those tubes are thrown away every year not
because they went bad but because they were grimy. We were having
issues all over the house (PO loved tubes) and everyone worked again
after cleaning. Not one was really bad.
