{S-Scale List} " Gleaming " track as a cleaning method

Hi All,
 
Will someone explain what is meant by Gleaming with regards to track cleaning? 
Many modelers seem to claim that this method is superior to most others, 
especially as opposed to abrasive methods (Bright Boy, etc.). Thanks.
