If you don't mind doing a little painting there is a set of 120 unpainted 
passenger figures by MTH (#30-11043) that others have used to populate their S 
passenger cars.  Seems they are closer to S scale in size.  If you look around 
a bit you can find them discounted.  Here's a link:

What has not been directly said is the “windows” and roof are 1 clear molded 
piece with the roof area paint black. As mentioned this makes adding an 
interior difficult. If you try and light the car you will have a few more 
problems to deal with. Further there are not a great selection of inexpensive 
painted figures. I gave up in the idea of doing any interiors long ago. Black 
paint works for me!
