I would say it is. I recently picked up about a dozen boxed C-D models kits, one of which was an incomplete airplane kit....not the B-17, however. The rest were C-D RR kits. The packaging is very similar, as is the appearance of the Instruction Sheet. <<<took a couple of photos in the "1940's Living" section of the Route 66 museum in Pontiac, IL last week.
