Kelly, the trick is to seal the wood to eliminate the grain.  I have had good 
results with two techniques.  The first is to use ordinary shellac (not 
varnish, although that might work too).  The shellac soaks in well and seals 
completely.  Depending on how "fuzzy" your wood pieces are, you might want to 
lightly sand and then apply a second coat.

The second technique is to apply a thin layer of spackling compound, which is 
normally used to patch drywall.  There are a couple of types of spackling -- 
one is very dry and difficult to get to adhere, and the other is more like tar 
and flows better (vinyl-based, I think).  You can spread the spackling with a 
putty knife and sand off the high spots when it's dry (use a sanding block so 
you maintain the flat surface).

With either technique you can then paint with either water-based or 
solvent-based paints.  Of course, getting an appropriate concrete color is 
another whole discussion!
