You're right - because "Free-mo", technically, is a standard for HO.

To the best of my knowledge, an S scale standard for Free-mo didn't really 
exist when the Workshop decided to create the standards used for its modules, 
so the Workshop's standard has become, in effect, the Free-moS standard.
