Lee,
Are you working the full scale drawings on top of the bench work?  And roadbed? 
 

My current layout was the first one in S for me and I used my scale drawing to 
create full size plans using large sheets of drawing paper attached to lots of 
foam core sheets.  I had to Dothan because the train area was not available, so 
this method allowed me to  "build" a paper layout in sections and assemble the 
part in the room available.   

I agree that using fullscale templates is a great way to finalize your plan
