With all the conversation on the flat car truck mount it dawned on me I couldn't remember having such issues with Buckeye and Commonwealth trucks on my own flats and locomotive tenders. The locomotives were easy to understand, the trucks are screwed on in the center of the bolster from the top, you just have to remove the tender superstructure to get access. You can't do it that way for a flat car and I did notice the well hole flat has the Buckeye trucks mounted off center. I attached a picture of how the Buckeye truck bolster was cast so you had some options on mounting... Seems the builder figured out the issue 15+ years ago when the model and the truck was originally designed.
