By making the tender have all wheel pickup and putting a separate decoder in just to run the backup light, the tender just becomes self sustaining. It provides the 2nd rail power for the loco but picks up both rails for the tender decoder needs. All programming (there really is not much) can be done separately. There are probably decoders without motor controls just for managing lights but I have been using a NCE D13 forever for this with a resistor across the motor leads as per NCE recommendation.
