For gluing weights, I've had real good luck using the adhesive color-matched 
caulking sold for plastic laminate, such as Formfill.  It's really sticky, and 
I haven't had any problems with weights coming loose.

     There is someone on this list that used silicone caulking to glue the 
weights in a hopper car. It was either a SHS or a AM hopper. It would be nice 
if he showed us the excellent results he achieved.
