I went to a link I had for Oddball Decals because I knew he had a lot of midwest and western roads. He does not do special orders but recommended Rail Graphics, http://www.railgraphicsdecals.com/. I don't anything about them, but I have scanned his website a few times. I not sure this will help. Good Luck.
