   Hi Bob, I've had that problem a couple of times with metal framed cars. The 
main thing to minimize the problem is to make sure all the insulated wheels are 
on the same side of the car. Then use plastic couplers instead of metal so 2 
cars coupled together with different wheel polarity can't short thru the 
couplers. If the cars can be left spanning an insulated  reverse block gap the 
cure would be nylon screws and insulating washers between the truck and body 
bolsters.
 If double insulated wheels sets are still needed they can be obtained from 
NWSL or other supplier, probably at a slightly higher price....Dave Branum
