Don't know about Bill Walthers, but some hobby shop owners like to sell only 
what is already on their shelf -- namely HO and N.  They do not want to stock 
O, S, etc. because of the added financial investment needed to establish a 
decent in-stock inventory of other scales.  There are exceptions to this logic, 
of course, but it is fairly common.    

Have you ever tried to have a local non-S-stocking hobby shop special order one 
(just one) American Models box car?
